„Our third aspect is how the public are invoked in moral panics. We focussed on how news media translated official discourse into popular argot (the ‘public idiom’), then assumed the mantle of speaking on behalf of the public (‘taking the public voice’). Thus the media do not represent public opinion; they construct and orchestrate it, assuming the mantle of common sense. This line of enquiry seems to have been little developed.
